Educational Requirements:
High school graduate; College degree preferred.

Experience Requirements:
Five years management or supervisory experience in grounds maintenance, landscaping, and horticulture.

Special Requirements:
Must be at least 21 years old with 3 years of driving experience, have valid Virginia Driver’s License, and have an acceptable DMV record for agency insurance requirements.

Provides the Agency with professional, complete oversight of the Defense General Supply Center Richmond, Grounds Maintenance contract.

Full-time employment for individual who serves as the primary responsible party for day to day operations of Grounds Maintenance Operations at Defense Supply Center Richmond.

-Work schedules and implementation to provide timely completion of task with high quality and standard cost. Promptly notifies Contracts Manager of any changes or exceptions. Monitors operational budget to ensure that targets for revenues and profits are met and maintains controls on expenses and makes adjustments as needed.
-Supervision of workforce to ensure compliance with proper methods and agency standards.
-Works closely with Gardner Lead Workers and Off-Site Contracting Manager to monitor and track trends and unusual situations and make adjustments as needed.
-Requisition and purchase of supplies, materials, and equipment must have management approval for purchases over $500.00 and consults with Off-Site Manager of any foreseen problems. Tracks usage of supplies, materials, and equipment and maintains accurate inventories.
-Staff development- identifies general areas of training needed, and provides training, and consults with O.S. Contract Manager as needed.
-Completes all assignments related to program objectives.
-Adheres to all agency policies related to safety, discrimination and sexual harassment, the Health Insurance Portability and Accountability Act (HIPAA) and the Agency’s Human Rights Plan.
-Performance Reviews- reviews all staff performance and compensation promptly when due and communicates with OS Contract Manager.
-Manpower Requirements- continuously reviews manpower requirements and advises management when there is a need to recruit additional personnel.
-Oversees, and is responsible for ensuring that all equipment and vehicles are maintained properly and Preventative Maintenance schedules are implemented and followed according to manufacturer’s specifications.
-Other duties as needed.

-Ability to work both independently and in a team environment.
-Ability to develop, analyze and implement budget.
-*Strong working knowledge of horticulture, grounds maintenance, landscaping industry standards, methods and procedures.
-*DMV record insurable at normal rates.
-*Ability to lift 50 pounds.
