Business Analyst - VA

Operations:
The contractor will continue to coordinate project work within SCM to ensure continuity of operations including the Contract Management System (CMS), Supplier Reporting System (SRS), interfaces to PeopleSoft, agency systems as well as user operational processes and procedures. The contractor will participate in the development and implementation of technical solutions that support supplier management. The contractor plans and coordinates activities for projects, training and operations with internal and external resources including SCM staff, IT staff, vendors and agency personnel. The usual business analyst, process analyst and project management duties are performed to transition from project to operations.

Project:
The Governor’s request to implement Executive Order 20 is the higher priority project assigned for the contractor. The position provides input into schedule development, manages activities, resources and tasks to ensure work is completed on time as agreed. The position will coordinate and provide guidance on process changes that are the result of the infrastructure redo within SCM. Additionally, the position plans and coordinates activities with stakeholders, including suppliers, ITPM and company staff.

Ongoing:
Ensures processes, procedures and on-going operations are aligned to deliver expected outcomes.
Reviews proposed changes and assesses the impact of changes to policies, processes and procedures as it relates to on-going operations.
Participates in change management to ensure operations (e.g., CMS, SRS, Sourcing, and Contracts) continue to operate with minimal issues.
Tracks deliverables to ensure that all committed changes occur and meet user and contractual requirements.

Experience / knowledge of supplier and contract management
Experience / knowledge of procurement and/or strategic sourcing
Experience with change initiatives including successes in strategic and tactical business initiatives
Demonstrated ability to interact at all levels of the organization
Proven ability to maintain confidential and sensitive information
Demonstrated ability to prioritize work
Facilitate work sessions to define workflows as needed
Document business processes, workflows and requirements
Assist project team with workflows needed for start-up and operations
Project Management Professional desired
Certified Business Analysis desired
